Army Navy Flyover Chelmsford

The Brief

The Army & Navy Flyover is a multi-span steel girder bridge with reinforced concrete deck which was built in 1976 to ease traffic flow across the roundabout below.  It derives its name from the Army & Navy department store which used to be located there.

Following an inspection report which raised concerns requiring further investigation, the flyover was closed on 11 September 2018.  With this important public structure closed for urgent checks, Robert West, working under the instructions of Topbond Plc, responded rapidly to undertake a detailed condition inspection. 

Value-Added Solution

The inspections were undertaken during both night and day shifts under traffic management conditions utilising specialist equipment including a Mobile Elevated Working Platform (MEWP).

Performance Condition Indicator Scoring (previously BCI scoring) was undertaken. This involved assigning a defect severity and extent score to each constituent element before applying various modification factors to derive overall condition scores (average and critical) for the bridge.   A report was also generated with recommendations made.

Final Outcomes

The client was impressed by Robert West’s ability to respond at speed and professionalism, enabling works to be swiftly undertaken with the Flyover re-opening on 22 October 2018.
